Also, the OS signal ground is through the exhaust pipe. With a DMM, measure ohms from OS base to battery ground clamp. If resistive, try reseating the turbo to downpipe flange bolts etc until you get a good ground for the OS. If all else fails, run your own ground to the OS base and secure with a SS gear type hose clamp.

Make sure the battery terminals are clean and tight.

Start engine and turn on AC fan on high, rear defrost, lights. Select lowest volt range on DMM. Check for voltage from engine head to ground clamp of battery. If you detect voltage, there is a bad ground to the engine and this votage will bias the OS signal. That would have to be fixed. Part of the problem can the alternator mount resistance. With the electrical loads on, check for a voltage difference between the alternator and the head.
