I had a similar problem with my 96SET except mine was throughout the rpm range. Long story short, I had a short in the wiring bundle behind and to the right of the SID unit and radio. The bundle come loose from its mounting (tie wraps that attach to a metal support) and was resting against a round, silver object which I believe is part of the ACC system below. I resecured the bundle and all my problems went away (after spending $750 on parts that may or may not have been bad). It should take you no more than 15 minutes to check this. I removed the SID by inserting 4mm screws in each hole and pulling out. It comes out very easily. I got the radio out by putting a nail in each hole to release the locks and pulling out. The radio is a little more stubborn, but by wiggling and pushing from behind (easy to do with the SID removed) you'll eventually get it out. Good luck and keep us updated on your progress.
