You get new rim diameters and you then need new tires, valve stems, mount and balance.
So a new tire/wheel combo shipped mounted makes sense as the shipping is less for 4 pieces VS 8 and the mount/balance/stems are no cost.
Tirerack has some good wheels. Not all alloys are expensive. None are cheap. And used wheels that are not 'true' are not a bargan.
Rememmber, the vertical travel is limited and less with lower springs. Many a 17" rim has been bent. You shocks need to be working well to help avoid damage. Road conditions are an issue. Tire pressures need to be higher to protect the rims. That makes the shocks work harder too. And the upper strut mount then has more work to do as well.
