CEL was most likely caused by an intermittent fault on a backflow valve, discovered by a local indie shop in Huntington Beach. Also, I replaced the brittle vacuum hoses for good measure & put on some miles so the onboard diagnostics (OBD) computer could be "ready" to be tested, as recommended by the mechanic.
Well, I took it in to retest. Passed the emissions test but the OBD test (self-check system test) was still failing. The smog tech. pulled the data & found it was not "ready" in three areas: catalytic, O2, & second system. I was referred to a California Department of Consumer Affairs referee at a smog check station at a local community college. The referee tech. said that some ODB systems don't give all of the information that's the new smog check systems are expecting. More than two "not ready" codes means an automatic fail on the state smog OBD test. My 900 was inspected & tested and passed. The tech. over-rode the OBD failure & I finally passed after a month of running around. He could not diagnose if my OBD was faulty or if the 1996 900s just don't give all of the information needed but since the emissions were fine, no harm, no foul.
