Craftsman makes a torque wrench that goes that low. See link below. It measures torque in Inch-Lbs! (And yes, 12 inch-lbs equals 1 ft-lb). The description is slightly incorrect; it should say it measures increments of 1 in-lb (not ft-lb).

You won't use it every day, but I used one of these when I replaced the head gasket on my V6. The manual calls for numerous parts be torqued in the range of 6-15 Nm, which is slightly less in Ft-lb.
