Did you install a bulb with the correct wattage, and did you install it the right way (ie not flipped over backwards)?
Light failures are detected by the unit comparing how high a current that flows to either side. This means that sometimes you need to change both sides to identical bulbs in order for it to work properly; as the current draw might differ from one brand of bulbs to another, even if they are marked with the same wattage.
In your case though, as I suggested, the problem might also be that you've somehow managed to install the bulb backwards, so that the 5W filament now is connected to the brake light, and the 20W filament to the rear light.
