Here are the diagnostic steps (finally)
This applies to the Motronic 4.1 (distributor type) ignition system.
The wiring for the CMP sensor goes from the sensor directly to the Electronic Control Module, behind the carpeting in the front passenger foot well.
1 Unplug 3-pin camshaft position sensor from the distributor body. The plug has a silver colored bail wire that you squeeze to release the plug.
With the silver bail on the top, the terminals are numbered left-to-right.
Turn ignition to On without starting car.
Connect a voltmeter between terminal 1 and ground. About +5V should be present.
Now read between terminal 3 and voltage (+ battery terminal). About +12V should be present.
If voltages are correct, go to next step. If not, repair wiring and retest.
2. Check continuity between the CMP sensor plug terminals and the ECM connector. To get to the ECM, you need to remove the glovebox. It's held by 6 #25 Torx screws (behind plastic dress covers) around the top perimiter of the glovebox, one 13MM bolt at the lower right corner and one plastic expansion connector at the lower left corner. The expansion connector can be removed by pushing the center pin in with a drift pin (or a brad with the point filed off) and gently prying around it with a small screwdriver.
There is a pin layout diagram stamped on the side of the ECM connector.

3. Check distributor for loose rotor flange (looks like inverted metal can with a window cutout). Check that the rotor flange turns when the starter is cranked.
If this checks OK, and you have a low-mileage distributor, you might consider replacing only the sensor. If you have a high-mileage distributor, you're better off replacing the distributor entirely, as you might soon develop an oil leak in the distributor housing.
Mine had about 1/2 teaspoon of oil in the distributor. I suspect that the sensor may have become fouled.
As a last step I am going to disconnect the battery for about an hour so the bad habits the ECM learned while dealing with the problem can be corrected. Remember to have your radio security code handy!
