The rubber sleeve goes into the hole in firewall.
It use to be the other way around. When installing a new clutch, cable and clean and lubricate all pivot points, the clutch is really easy to operate compared to the old one.
It not possible for me to say if your clutch is harder to operate compared to others without actually driving the car, but it might be that your "beemer days" have giving you another perspective.
