By design, the idle will increase when the A/C compressor kicks in/cycles on; whe the A/C compressor cycles off, it will go back to normal. The on/off cycle for the compressor is normal and happens as long as the A/C button is on. I think the cycle varies in length but seems to be about 30 sec on, 30 sec off on average.
In my car, I see only a slight difference on the tach, but I can feel it more and definitely hear it under the hood. You may have an exaggerated problem due to something like a dirty IAC or throttle body, but it sounds like you are just experiencing what you're supposed to.
