Number 9 is the crank pulley (vibration damper). That one is removed when doing the timing belt. It is held to the timing belt sprocket with 6 bolts.
Number 8 is the timing belt sprocket. It is held in place with one bolt in the center into the crankshaft.
It is number 8 that they say have come loose. If the bolt that holds number 8 in place comes loose completely, the car will most likely die of jumped timing belt before the crankpulley/sprocket assembly and aux belt comes loose.
