Ignore the level. It is bogus.
The tool that you need is a 1/4" or 6mm hex - at least mine was. Allen keys do not come that long, so a bit on a 1/4" drive extension will work. The part that that will drive is plastic. Its mechanism will be bound with dirt and may be hard to get moving. If you have to turn it very hard, there is a danger of it getting busted. Try working back and forth a wee bit at first. If you are finding it hard, perhaps you need to get the lamp removed and put some soap solution into the adjuster mechanism.
If the lamp looks cloudy, it need to be removed, taken apart and properly cleaned. The reflector inside can be totally damaged with some cleaners. A soft cotton cloth and distilled water will work on that. The edges of the reflectors are rasor sharp too! So search and read more if you do that.
