I've tried high, low, econ, AC, heat...
The weather is hot here too, btw - upper 70's - 80's. On the highway I felt a very soft push of cold air for a moment, but I'm wondering if that was just suction or pressure pushing the air through. As I mentioned in my OP, the fan works just fine when connected directly to power, and I get 12V to the connector with no load, but no measurable voltage when the fan is connected.
I opened up the fan speed controller and looked around the Mosfet transistor (thanks Paul Nielson). I noticed some slight heat damage to the PCB with a very faint burned electronics smell. No big black spots though, as you will often see on fried components. I've seen boards with more damage still function, so it's a soft call, but I went ahead and ordered a new fan speed controller. I was going to try to just replace the transistor as described in one of the drs install posts, but I couldn't find one locally and I hope to get this working in time for a road trip this weekend (STL to Dallas and back - the fan is a must-have for that one!)
