It have nothing to do with performance or running of the car but is a requirement to fight pollution.
The whole gas tank and fuel system is on a closed circuit, but since the gas tank needs to "breathe" to function properly you have a vapor line (EVAP) connected to the engine on a seperate ciruit.
You might have seen the rubber bellows on the nozzle at the gas station when filling the tank. Those rubber bellows is also to prevent fuel vapors to enter into air.
Simple systems of EVAP have been around since late 70s but it wasn't until 96 with introduction of the OBD2 system that EVAP became a big problem for car owners and repair shops.
Before 96 it wasn't really anything monitoring the system so you didn't know if it was broken or not. If it was a major break you might get a C/E light, but most times not.
With OBD 2 in 96 they installed several sensors and monitoring systems to keep track of the EVAP system and since the EVAP system can break in so many ways we see a lot more of C/E lights that is costing car owners plenty of money to repair over and over again.
