There are two reason why that happens with the rear calipers. Most of the time, the pad backing plate is rust bound in the caliper slot. This can result in total capture which makes the oposite pad take all of the wear, or brake force can move it to the rotor, but it will not retract. The pads need to be removed and the caliper slots cleared of rust product. A bare hacksaw blade will cut through the stone like material. Move the piston back in to get the outer weather boot out of harms way.
If the piston will not move, best to get a rebuilt caliper.
Search drs<underscore>install and read the rear brake posts. Note how caliper grease or never sieze is used as a rust preventative.
As for p-brake, these also suck. The rotor has to come off for preventative maintenance cleaning and lubrication. Never only adjust the p-brake mechanism. These should have zero wear for the life of the vehicle if working right. If wearing, something is really wrong and needs to be corrected.
