I've noticed this in my car as well -- '97 SET with ACC. I chalked it up to age...although on really hot days the A/C has a hard time cooling the cabin. (Understandably in Los Angeles...) Especially while on surface streets. Usually on the freeway there is an ample amount of flowing air and RPMs to pull power from.
I don't use the heater very often, maybe once or twice a year. I'm getting the same noise you describe while running the A/C. I've already had the cabin temp sensor replaced a few years ago. The noise sounds like it's coming from the engine compartment. Maybe the vent fans? Hard to tell.
