Propane and vacuum leaks.

Read a post with the following (can't remember the poster, but THANKS!).
"Most common cause of lean mixture is a vacuum leak. Vacuum leaks are common and easily overlooked. You can find it by using a propane torch with a 2-foot hose. Run the engine and poke the propane hose around the engine: around fuel injectors, air hoses, vacuum lines. If the engine reacts at some point, you have found the location of the vacuum leak.
QUESTION. Can starting fluid be used instead of propane? I'm not sure where I'd get propane at this point.
STILL trying to pass California emissions (low CO, low HC, High NOx). The good news (thanks all on the BB) is that I've finally cured the CEL and the high idle.
CEL cured by semi-permanently connecting the hose leading from the purge valve to the charcoal cannister (it had come loose; under the passenger wheel well). High idle was cured with a new Purge Valve (love the pinch test).
HELP!
TIA
