Sounds familiar. I have a similar problem, not fixed yet, but I am getting closer to the answer, also on a 1996 SE Turbo. There is no hiss on my car, the rest is the same. My AC system was tested for leaks with a dye and recharged twice in two years. The same valve was also suspected, but turned out not to be the problem.
The latest diagnosis is as follows: The car has a two speed electric fan. The low fan speed does not work on my car. This is ONLY a problem when the AC is on, AND the car is at or near idle, as it would be in start and stop traffic on a hot day. With no cooling from the electric fan, the AC overheats. Some of the coolant leaks out through the relief valve, a little at a time each time the AC is overheats. Each time the system is recharged, the problem goes away, until the AC overheats a few times, then it comes back.
The low speed is regulated by a resistor on the fan assembly, which may be burned out or a broken connection on my car. The resistor is not sold individually. I ordered a used fan assembly because it was easier than trying to replace the resistor, and cheaper than buying a new one, but have not received it yet.
I understand that testing that both fan speeds work is a simple matter for a mechanic, but the resistor is not the only reason why the low speed would not work. There is also a low fan speed relay, etc...
