cold temps & fuel economy

The past few days have brought winter-like temps to my area. Colder temps generally mean a decrease in gas mileage - correct or not? If so, is dropping from approx. 31 mpg to 29 mpg seem about "right" ? I have a '96 900s/5 speed with 119K miles. I am driving the same roads & distances as usual (and sticking to my normal driving habits).
