If it is a problem from low fuel pressure, this can be from a work fuel pump or the FPR gone bad. The FPR has a VAC line and this alters the pressure. So when you start up, the manifold vacuum reduces the pressure created by the FPR. So if you remove the VAC line from the FPR and start it, the fuel pressure will be significantly increased. So you can try that just to see how it responds. It will then run rich. If you left it off, then it would be getting lean when on boost. Normally the boost pressure would be applied to the FPR and increase its pressure.
Did Techron?
There was a report years ago where a fuel filter change fixed hard starting. But that is the only case like that that I can recall.
Don't know about that noise, could be a leaking brake booster, but that would not impact startup. Fuel pump for two seconds is normal.
