If is too rich try checking first your O2 sensor. The sensor may be on its way out or has got some grounding problems. Also I would check the vacuum lines as well. If the vacuum line to the FPR is brocken then the FPR will add more pressure which will then cause the engine to run rich. So in my opinion is more likely that a vacuum line or the O2 sensor is brocken rather then the FPR. I would fix the running problems first before trying to sort out the starting problems. Slow starting is quite common issue with the Saab engine on NG900 and would not worry about it at this stage.
