The Tstat may be failing, they do not last forever. Probably need a new one at some time anyways, so might be good to change now. Stats that stick open, or never close are a typical failure mode. These will be slow to get to temp and will then be normal around town, but at highway speeds, the high air flow thru the rad will chill the engine and the coolant flow will not shut off or reduce as it should. Then as you get into city stop and go traffic, the engine temp will recover.
If the stat remains this way, during warmup and at idle, the rad and upper rad hose slowly warm as the enging slowly warms. With a good stat, the flow is shut off until the stat opens at a hot temperature, so the rad and upper rad hose stay cold until the engine is hot. So you can feel the upper rad hose and come to a definate conclusion about a Tstat that is stuck open. Many DIY the Tstat replacement. Might also be time for a complete cooling system flush. Get the 89C Tstat, not the cooler ones that are available.
Engine temp sensor may be having trouble, and perhaps the system logic in the ACC saw what appeared to be a low engine temp and was reacting to it. Check connections to temp sensor, connector and wires for any damage or contamination. Got mice there? They think that Saab harnesses are yummy.
If the engine temp sensor changed slowly, that suggests that it is not an intermittant electrical fault. If the stat stuck open then if it then got free, the temp would take a while to recover.
