Brake calipers scraping rim

After driving around on performance 17" alloys, i decided i should mount some snow tires on this winter. I got out the stock 15" wheels and mounted some snows on them but to my dismay an ugly scarping sound eminated from both front wheels. I discovered this was due to the front brake calipers that seemed to have come out of alignment. I realized after some work that the calipers were actually able to wiggle a suspiciously large amount, and that there was room to move the outer brake pad around. I thought perhaps there was a problem with the caliper mounting pins... but they were tightened properly. I noticed there seems to be a rubber bushing between the pin and the caliper that allows is to slide up and down the pin during braking. does this bushing tend to wear out? does it need to be replaced? would this worn out bushing cause the caliper to come out of alignment enough so that it would scrape on the inside of the rim?
any suggestions would be greatly appreciated,
