My understanding is that the fuel pump is activated first by the ignition key when you attempt to start the engine. Once the engine is started the DME will keep the pump activated. If the engine stalls and the engine stops the pump is deactivated. If you just turn the ignition on the pump will still be deactivated. The pump is getting power from the the battery through the fuel pump relay. While the relay is activated from the ignition key or the DME. So not getting fuel will cause the engine to start hard or not at all or stall when running. So the possible culprints will be as follow:

1. Ignition switch.
2. Fuel pump relay.
3. Fuel pump.
4. DME.
5. Wring between any of the above components and related fuses.

So if for example the engine is hard to start but also stalls when running occasionally then I would suspect the fuel pump releay first. If just starting issues then ignition switch is also a suspect.

I will check the wiring first, make sure the fuel pump is not drawing more current then is speced, and swap the fuel pump relay before going into the trouble of swapping the DME or ignition switch.
