The control arm will come with the new ball joint and a new bushing for the subframe joint. But if the ball joint is bad from an impact, the subframe and trailing arm should be inspected as well. The work should be easy for a mechanic. The ball joint can be hard to pop out of the knuckle, but with a replacement, a 'pickle fork' can be used without concern about what that does to the old one.
An alignment can only adjust the toe-in and nothing else. So you could explain the situation and ask for a better rate.
Until the alignment issue is resolved, I would look for used tires to sacrifice. You do not want to damage a new tire. If you have a relationship with a tire dealer, you might ask that they provide some used tires if possible with the expectation that you will be back later for new tires.
If the toe-in is to be adjusted, I would start soaking the tie rod end adjustment threads and pinch bolts with penetrating oil now. And perhaps see if the pinch bolts (4) can then be moved at all. But the last thing you need is to break of the head of a pinch bolt!
