You can check if it the alternator very easily: use a 1/2 drive breakerbar and set the belt tensioner in place with an allen wrench. Then all belt tension is off the auxilary items, such as the alternator. Start the car and run very briefly (you will not have a waterpump, either). If NO whining, it is something auxilary .. if it still exists, it is internal to the engine, and most likely balance chains.
If no other problems exist, the balance chain can be removed without significantly degrading engine performance. This is done through oil pan removal and using a cutting tool to get at the chain from there. Many have reported it is fine to run w/o balance chains, if the car was not worth doing the engine pull apart to replace them. Please reference previous posts on balance chain removal, etc.
