FP relay 102 has power all the time, and that goes to the FP via fuse 32.
Relay 102's coil gets power all the time. ECU grounds coil to energize it.
As with the turbo engines, the ECU does not ground the the FP relay coil until it sees pulses from the crankshaft position sensor. Pump probably goes on briefly at igntion on like the turbo, but not sure of that.
While cranking, check for power at fuse 32. If no power there, then the pump is not getting power. If that is the case, then the problem could be the crankshaft position sensor or the relay. If there is power at fuse 32, then the pump is bad or the conectivity to it.
If no power at #32, hot wire power to it and then check to see if the pump is running and then check for fuel. Might start and run like this.
