Dean (below) suggested that my problem might be a loose shock insert retaining nut. I interpreted his comments to mean the nut on the top of the shock rod, visible from inside the hood. Both of these nuts are very tight.
In fact, the part that was loose is the "nut" on the top of the gas cylinder that holds the cylinder inside the strut itself. This part is inside the coil spring, visible only by removing the front wheel. The Saab EPC calls this part a "sleeve".
Thanks, Dean for your suggestion. My car now feels more solid than it ever has.
