If the throttle will not rotate until it hits the stop, then it must be getting stopped some place else. It would be good if you understood that. Push the plate from inside the TB and watch whats moving and understand the thing better. Lubricate if required. So you did clean the TB?
Clamp off the purge valve hose, or remove at the valve and cork it some how and see what that does.
If the throttle stop is adjusted too low and the engine has trouble with normal control, it may go into a high idle via the IAC as a reflex. That is why one must take care with the throttle stop. If the throttle cable had some slack, messing with that would do no good.
Ask the mechanic if one of his swap tests from another vehicle included the IAC.
The IAC can be tested with a meter. It has two coils that should have a resistance of 9 - 15 ohms each. You can remove it and apply 9VDC from a small radio battery to see that it operates. If you apply 12V from the battery it will be trashed. Are you sure that all deposits were cleaned out of it?
The throttle position sensor is 2.4 - 3.4 ohms at idle and 0.7 - 1.0 at full throttle. If TPS is bad, ECU will increase speed.
Read codes. Turn on ignition, do no start, ground pin #6 to ground for a couple of seconds. CEL will flash one or more codes. 51=TPS, 12=no fault, 81=purge valve. There are a few other codes too.
