As long as it happens in rain only. You see, when brakes are wet they dont stop as well as a dry brake. The reason it takes a little time for the brakes to kick in is because the water on the pads/rotors has to be displaced first. Im not sure why you only notice it at highway speed though. Actually, this is not brake fade. Brake fade is when a brake gets progressively worse performance as the brakes heat up, this effects some cars more than others.
