First, you have to remember that their survey includes all maintenance costs which, as I read it, includes oil changes and major mile service. If you bought a 9-3 in November of '98, it would be 2 years and 4 months old and should have about 28,000 miles on it if you're the average driver. Since you've done 12000 miles in the last year, you've had 2 oil changes at $50 a pop from the dealer. You would have had the 20,000 mile service for about $100? So $200 would be reasonable. However, if you're running a bit higher on the miles, you'd need to shell out another, what, $350 for 30k service? Things add up quick if you pay the dealer to do it.
Other than major mile and oil changes, there should be little out of pocket. Warranty covers everything but the tires, brakes, and wipers. For some, the crap Michelins may be worn out at 28k miles. And I think a few have replaced brakes at that point. There certainly shouldn't be any mechanical repair costs, other than accident-related ones. And that doesn't count.
In summary, I think I would blame the absurd dealer charges for regular service.
