The black undercoating inn the rear wheel wells was flaking off in big pieces. I finally scrubbed all four whell wells with a scotchbrite pad to remove the loose Saab undercoating, wiped down the surfaces with paint thinner, and resprayed the wheel wells with a rubber based undercoat available at most auto parts stores (the rubber based product is tougher and less prone to cracking than the regular asphalt based undercoating).
The rubberize undercoating has lasted nearly 4 years and is just now looking thin in a few spots. I will probably wipe down the surfaces and re-undercoat the wheel wells this fall.
