I've also heard that some furniture dusting agents like "Pledge" work well for minimizing the dust collection on wheels. I've never tried it though. Granted, I don't own a SAAB yet, but on my BMW (which has notoriously dusty pads) I've found that a different brand of pads can make all the difference in the world. I use Metal Masters now and the dust is minimized. One thing though, they are a little bit higher temperature pad, so it takes one or two stops to get them to work properly, but they aren't unsafe when cold.
