I don't know where you live but the quality of body shops can vary WIDELY... Just because the dealer recommended them doesn't mean they are the best. My local dealer Village Saab in Acton, MA uses [name witheld] just up the street. I had them paint a bumper and they did a HORRIBLE job. They scratched the top surface (which is readily visible), the end cap was left unpainted, and the finish had dirt embedded in it due to their poorly maintained paint booth. I would've taken it to another place in town but they were booked for several weeks and I was in a rush. Looking back on it I should've waited to get the job done right.
As for your questions... All OEM Saab body panels and parts (unless they came off a wreck) are unpainted. To do it right, it's not really a DIY job, since you'll have problems color matching, getting an even paint job, and keeping dust and dirt off it. I would go with a shop that does high end European cars or is recommended by friends or the local Better Business Bureau. They don't really have to know Saabs since installing a bumper is about the easiest job they'll do on ANY car.
You could order the bumper separately for a slight cost savings but some places frown on you bringing your own parts... It's almost like if you showed up at a restaurant with your own steaks and wanted their chef to cook it! ;-)
