Had same problem with 2000 9-3 base. After heavy rain, I parked, pulled out the key and the alarm starting going off. The only way I could stop it was to leave the key in the ignition. After a day or so, it went away and was fine! Only happened once . . . I figure something got wet and shorted. Been through plenty of rain since then, so I'm surprised it never returned.
