I bought my 1999 Viggen with 20K miles on it, and 20K later, I was replacing the entire clutch. In spite of the Viggen's proclaimed "heavy duty clutch", there is a massive amount of torque handled by transmission components in general. It needs to be driven intelligently, and as I had to find out the hard way, be positive (well, as positive as possible) your previous owner drove the car accordingly. From the look of my old clutch plate, the previous owner of my Viggen beat the shit out of the car and probably learned to drive stick on it.
I recently had the 2nd and 4th gear problem looked at. The dealer couldn't find anything seriously wrong, but they did make a gear lever adjustment and brought the 2nd and 4th throws about 1/8" closer. It seems a bit more solid now. However, this transmission will never feel smooth and perfect. Unfortunately, that's the nature of the beast.
$25K is definitely too much, considering the car has a bubblehead owner and a ding in the door (it indicates some general carelessness). I paid $27K just over a year ago for mine, and while recently trying to trade my Viggen, I found that the depreciation was terribly disgusting. As a result, I refinanced, but your figure of $20-$22k sounds reasonable, if not a great deal.
I would run the VIN through your local Saab Dealer and be sure all the recall work has been taken care of.
