I would have no hesitation to ring the Quality Assurance department at SaabUSA. The last thing they want is to read your woes on this website. Indeed, they read it from time to time. Write your concerns in letter format, preferably on a company letterhead (if applicable) and, prior to sending to the North American Headquarters, call them and ask for Quality Assurance. Once you reach the receptionist in that department, ask for a director of QA. Indeed, you will be put through in most cases. Nothing beats speaking to the source on these issues.
My mother directed my grandfather to the QA department at Chrysler a few years ago and he ended up with a new LHS after his had been in the shop more than in his garage for 2 monhts. Like yourself, he was driving a loaner. The end result ultimately "bought" some trust back in the company's customer service standards.
I second the notion to call SaabUSA.
On a different subject, you are freaking me out from considering the purchase of a used 9-3 SE. I was about to buy one until reading this post! Apparently more investigation will be necessary at my end.
