I would stay away from the conventional bra/cover idea. Unless you get a high quality one and remove it weekly to wash, you'll get a horribly scratched nose from trapped grit. I've even seen bare paint below bras never removed...
Porsche engineers are generally credited with the introduction of the nose cover...but it was never intended for use on cars in everyday use. Porsche put it on cars being delivered over the road...they were rarely on for more than a day or so. Someone somewhere thought it looked cool or whatever and started marketing them. For some reason, others picked up and now you can get them for Subaru Justy's...lol.
The X-Pel system seems to be an excellent product...I've sen many Miatas with them on and, from 5 feet away, they are pretty much invisible...
Chips are a DIY job...time consuming, yes...but done properly you'd have to look very hard to find evidence of old chips. Check here for a great rundown of how to do it...

So I guess my opinion is fix them, then get the X-Pel. Cars with chipped hoods are a real turn-off to used buyers...and can cost you at lease turn in.
