To answer most of your questions, 16x7.5 wheels will work fine. 7.5" is the width of the Viggen wheels, and they fit all models of the 9-3. If you go to a 55 series tire instead of a 50, it will have a slightly softer ride because the sidewalls will be higher. 50 series tires are low-profile and can be harsh over railroad tracks and potholes. They won't handle quite as well, but I'm sure the difference will be very small. The rolling diameter of Saab's 15", 16", and 17" stock wheel and tire combinations are all within about 1% of each other. European speedometers always read high, so you're fine there, but if you want, you can go the dealer where they can recalibrate it. The Tech II is a handheld device that the dealer hooks up to the port under the steering column and uses to control things like alarm and lock settings, daytime running lights, wheel and tire size, etc.
