It was supposedly fixed by the 2001 model year. It's not the mechanism, per se, just the wrong grade of grease used for a while that would eventually break down and cause the mechanism to bind. Once that happened, re-lubing it usually was not a permanent fix.
The key is try and determine why the airflow knob on your 9-3 broke. If you were having to apply more and more torque on it over time to get it to turn, the plastic will eventually crack. Does the drum mechanism seem to move freely with the new knob or does it still feel like you have to "force it" a little? If this is the case, it will become more obvious as cold weather approaches before that part of the center console warms up.
Since I had the whole "heater box" replaced under warranty 20,000 miles ago, the mechanism continues to move freely.
