I believe its #2 - & its not too unusual for the "same" engine to be tuned differently depending on which transmission it gets, or which car its in. Some mfg.s might use different camshafts, or different exhaust manifolds... Maybe Saab just programs the ECU for different boost? I bet the automatic transmission can only handle 184 lbf-ft of torque.
Power(hp) = Torque(lbf-ft) * RPM * 2*pi/60/550
HP & Torque are each specified at its maximum value, at whatever RPM that may be. So torque & power are rarely specified at the same RPM. If they were, they better satisfy that relationship. Otherwise somebody's lying.
For example 205bhp @ 5500rpm means 196 lbf-ft of torque.
Also 209 lbf-ft @ 2200rpm means 87.5 hp (at that speed)
& 209 lbf-ft @ 4800rpm means 191 hp (at that speed).
