As for your boost problem, the ecu could be sensing knock. I suggest try all the basic stuff first. Use only Super+ gas, run some good injector cleaner through it, check condition and gap of plugs, make air filter is clean. This hopefully will put your boost right to the yellow/red border. Also, your BPV may be starting to fail and bleed the boost pressure off. You will find this happening as you increase boost with a mbc.
DO NOT vent your stock bpv to atmosphere. It can be slightly open at idle and low engine loads which means you will suck in unfiltered air. Replace the return hose immediately. If you want an atmospheric BOV, they can be installed on your car without problems, but make sure you get one that is designed for it.
on your car, stock boost/fuel cutoff point is around 15 psi. You can install the mbc and simply tune it to where it no longer hits the fuel cut. I and many others suggest that before reaching for these higher boost pressures, a K&N filter or equivalent and a cat-back performance exhaust is installed to keep the turbo temps down.
As for expected hp, I am not really sure, but over 200 hp at the crank is probably a given with a mbc tuned to just below thw fuel cut.
