The first thing I do to help performance in 1st and 2nd is to turn off the traction control if it's not wet or slick outside. That will give you a considerable boost, but you'll have to control the clutch and throttle to keep from spinning the tires. (I'm not sure if you have a TCS on the '99, though)
The second thing would be to do some things to keep the wheels on the ground more consistently - your tires may not be right. I have the P6000 Perellis that are nice so far, but others have recommended the Bridgestone S03's and that is probably what I'm going to get when my stock tires wear out.
Third, the VRK would be a good thing (one I plan to do relatively soon for my 2002 Viggen). I haven't read that it really helps a 0-60 time, but my theory is that anything that helps to keep the tires on the road and stiffen up the car where the wheels are is likely to help your accelleration as well.
Only after that would I think about a chip to give you some different performance characteristics. There aren't many cars out there that can beat me off the line - at least not when I'm paying attention! ;)
