I have a 2000 9-3 SE 5 speed, and to date it has been faultless. It is purely anecdotal, but a friend of mine had a 1999 just like it which had its share of problems. I can't extrapolate that to say the 2000 is clearly better, but the 99 was the first year for the model, and that can be problematic for any manufacturer.
I'm sure you're finding many '99's available, but '00's should become more common as the leases come up. Mine is due in May '03, and I know the three year lease was a good value at the time so you should be seeing them in the classifieds.
