I have the ACC and it sort of requires that you learn how to use it. In the hot summers I set it to always use Recirc or the car just doesn't get cool enough. I would also recommend using premium fuel as that lessens the drag put on the 4 cyl engine when running the A/C, and in general gives better performance. If you sit in bumper-to-bumper traffic when leaving work in the afternoon and don't have covered parking of course the car has a harder time cooling you down. If the car is moving it cools very nicely. It'll never match the A/C in a Ford Explorer I once had.
As far as the Viggen goes, there's a lot more to like than not like about the car. The main dislike would be the punishment you take going over rough roads due to the stiff sport suspension, but that's the nature of it and I've gotten used to it. If that might bother you look at an Aero as it has a more refined ride. As you've probably seen in my other posts, the "torque" steer is there but was never a real problem for me though I did decide to upgrade the clamp mentioned before as that really helps matters. The car is rare on the street, very good looking, fast as hell, has seats you'd like to have in your living room, will get 30MPG when cruising at 75 on the interstate, has the cavernous hatch and is no longer being built. It also offers plenty of opportunities for performance improvements if you're into that. There's plenty of nice, fast cars out there for the same money, but probably not the same uniqueness and all around utility.
