As I understand it, a dealer can only Certify a Saab that they are selling. You estimate of the cost of the Certified warranty is close, but it's the process of bringing the car up to spec that can be costly. I've heard it mentioned that somehow folks are getting their Saabs certified by a Saab dealer even though there was no sale involved, but I doubt that it actually happened that way as the paperwork and reporting requirements are very thorough.
When a vehicle is still under the factory warranty and extended warranty is much cheaper than after the warranty expires. Again most legitimate warranty companies won't sell you a warranty on a car out of original factory warranty unless it's in conjunction with a sale.
If the car is in warranty, than you can get a variety of companies and plans that begin at the "in service" date, when the car was new, and extend the 4 years up to 7 and the miles up to 100,000. These can be "bumpet to bumper" or named component style, and can have varying deductibles, the higher the deductible the lower the price.
I recommend GM Protection Plan, probably availible at your Saab or GM dealer. Not the least expensive, but the most hassle free and complete coverage. GMPP pays, others can weasle.
