My 1999 9-3 SE HOT gets a little bit into the red on higher gears; first and second sound the same as yours. I have a few mods on the car, but I don't think that should affect max boost (3" intake, ported TBTC). All-in-all, it doesn't sound like yours is far off from the top, and it may just be the gas, the weather, etc.
For your own edification, you may want to get some numbers to compare with a boost gauge. I myself don't like the looks of a permanent install, but with some velcro and creative wiring to a lighter socket plug, I rigged up a boost gauge to troubleshoot what turned out to be my failed BPC. I ran the pressure line around the hood hinge and into the cabin. My stock boost reads as follows: keep in mind that this gauge is not an absolute measure, but a relative one. All numbers are approximate.
middle of yellow= 6-7psi
Top of yellow = 10-12 psi
1/4 way into red = max boost= 16 psi
It takes a while to get to full boost stock. I installed an MBC in-line with my BPC set to 6 psi indicated on my boost gauge, and this has noticeably improved spool-up. It also increased my max boost to 17psi, although I'm not sure exactly why.
