Raindrops would be a very complicated thing to analyze. But it seems like it would have to be all for the worse, because each drop hitting the car extracts some momentum that must be replaced by adding a little more power.
Water on the road has to be extra drag, since it takes power to push the water out of the way as your tires roll over it. Slipping doesn't enter into it unless you have your foot in it & spin the wheels.
Oxygen sensor reads O2 content in the exhaust, & adjusts the mixture accordingly. It doesn't have to measure humidity, since you're looking for stoichiometry of O2 vs. fuel. H2O & N2 are just along for the ride. Well, almost...
Rain hitting your intercooler would be a good thing for increasing available power. Maybe not for best economy, tho.
