Cooler air gan give more power at wide open throttle, but you get more drag too. At steady speed the power you get is what it takes to match the drag and grades etc. The throttle is very closed!
Everything else being equal, at steady speeds, part throttle, hoter or damper air will require that the throttle be wider open. This reduces the throttle losses, which is the power required to pull air across the throttle. These pumping losses do not exist in a diesel, as a diesel does not have a throttle. This contributes to the diesels having better MPGs than gassers. Gas engines are very inefficient at partial throttle becuase of the pressure drop across the throttle. As WOT the vehicle is very inefficient because this involves high speeds and high chassis drag. Back to the point, hotter damper air reduces pumping losses across the throttle plate.
