Could missing fuses be the prob?

I checked the fuses & there were a few missing. I'm not sure if they are or aren't supposed to be missing on a 2000 9-3SE, so I figured I would ask you all.
The 2 that I think might supposed to have fuses but dont are labeled in the fuse chart as:
"Daytime"
&
"Man. Fan vent / Man. A/C"
The since I saw the Daytime one was missing I also noticed that my DRL's aren't running so I think that this could be the reason.
The other one I'm not so sure of. Maybe I'm not supposed to have that fuse since I have ACC. But I'm almost positive now that my A/C compressor doesn't kick in when I set my ACC to the LO setting (Yes, I made sure ECON isn't on).
I wish I could remember the #'s of these fuses, but since I wasn't able to get on here right after checking (webpage was giving 403 error) I've forgotten the #'s (3 & 10 or 15 might be them.)
Up to this point I'm so happy with my purchase, I just hope it doesn't get too hot outside before I get this resolved.
