Nope, the Viggen never had xenon lights - at least not in the US. Maybe in Europe, though. The 9-5 was the first Saab with xenons, and that was in 2001 or 2002 as an option.
As others have said, E-code halogen lamps would produce a sharper cutoff than DOT lamps. It could be the result of lights that are aimed slightly too low, as well.
